When you're a ted developer and want to implement a feature or fix a bug that is already present in the bugtracker you've to assing this task to yourself. This way not two persons are workin on the same task at the same moment.
If you have an idea for a new feature for ted first post it on the forum so the feature can be discussed to see if it is really useful (or not already present). After that the feature can be added to the bugtracker and you can assing it to yourself.
Small bugs can always be added to the bugtracker.
